Beyond Impact Factor: How to Actually Choose Where to Submit

Impact factor is the number every advisor quotes and almost nobody uses correctly. Here's what experienced authors actually weigh before hitting submit.

Every early-career researcher hears some version of the same advice: aim for the highest impact factor you can get into. It's well-meant, and it's also incomplete enough to cost you months of your career if you follow it without nuance.

Impact factor (IF) is a real number with a simple calculation behind it — citations a journal received in a given year to the articles it published in the previous two years, divided by the number of citable items in that window. A journal that published 500 articles in 2022–2023 and picked up 39,250 citations to those articles in 2024 has a 2024 IF of 78.5. That's the entire formula. No hidden quality judgment, no peer-review rigor baked in, no accounting for how badly the editor will treat you along the way.

The problem isn't the math. It's what people do with the number afterward.

Why one IF doesn't travel across fields

Citation behavior varies enormously by discipline, and comparing raw IFs across that variation is where most of the confusion starts. Molecular biology and oncology move fast, have huge research communities, and generate citation counts that would be unthinkable in pure mathematics or philosophy, where landmark results can take a decade to accumulate the same recognition. Add in the fact that review articles attract far more citations than original research, and you get journals that look "better" simply because they publish more reviews, not because they vet submissions more carefully. An IF of 8 is unremarkable in clinical medicine and exceptional in mathematics. Comparing the two numbers directly tells you nothing useful.

This is also why a quartile ranking (Q1–Q4) only makes sense within a subject category, never across categories. A Q1 placement in a small, low-competition category and a Q1 placement in a sprawling, high-volume category represent very different bars.

Fit beats prestige more often than advisors admit

Editors say this more bluntly than authors expect. One ecology journal editor-in-chief has written that most immediate rejections at his journal aren't judgments on the science at all — they're about how poorly the submission matched the journal's remit. A practicing oncologist quoted in a recent piece on journal selection made a similar point: a lower-impact-factor journal can be the better home for a paper depending on the specialty and article type, and a high-IF journal will happily publish work that turns out not to hold up.

In practice, fit shows up as three separate questions: does this journal regularly publish work in your exact subfield (not just your broad field), does its declared scope match what you're submitting, and would the readership who actually opens this journal be the audience who needs your result? You can answer all three by reading the journal's author guidelines and skimming three or four recently published articles — a twenty-minute task that prevents months of wasted review cycles.

Build a three-tier shortlist instead of a single target

Experienced authors rarely pick one journal. They build a short ranked list with three tiers in mind:

  • A reach — top-tier IF for the field, low acceptance rate, justified only if the contribution is genuinely broad in significance.
  • A solid match — mid-tier IF, strong scope fit, the realistic home for most papers.
  • An accessible option — higher acceptance rate, lower bar on broad significance, useful if turnaround time matters more than prestige right now.

Ranking three to five journals this way, before you finish the manuscript, lets the author guidelines for your target shape the final draft instead of forcing a rewrite after a rejection.

Your first paper plays by different rules than your tenth

If you're converting a thesis chapter into your first journal article, chasing the highest possible IF is usually the wrong move. A paper accepted at a modest journal is worth more to an early career than a paper bouncing between three elite journals for a year and a half. Building a track record first, then aiming higher once you have one, is a more reliable path than swinging for the fences on every submission.

What impact factor can never tell you

Here's the gap that actually matters once you've narrowed your shortlist: IF says nothing about whether the editor responds to emails, whether reviewers were constructive or just unpleasant, how long the "desk review" stage quietly drags on, or whether a fee shows up after acceptance that nobody mentioned upfront. Those are the details that determine whether your six months with a journal feel like a fair process or a frustrating one — and they're exactly the details that quartile rankings and citation metrics were never designed to capture.
